Department History
Introduced in 2024 by former Police Captain Andrew Doyle-McMillan, the San Andreas State Police’s mission - as the primary Law Enforcement Agency - is to ensure a safe and secure environment for the citizens of San Andreas. True to the motto “To Protect and to Serve,” the San Andreas State Police Department operates throughout the federal territory of San Andreas. Our state troopers are on duty around the clock for the citizens of San Andreas.
Message from the Chief of Staff, Colonel B. Leigh-McMillan
It is a pleasure for me to be the current Chief of Staff of the San Andreas State Police Department. We have had tough weeks and months to restore the Police Department to its former glory and I am happy to announce that we have succeeded. But first, I would like to tell you a little about myself.
I have lived in Washington D.C. my entire life and could never imagine leaving the city. However, a sudden call from a friend of mine who was a member of the city council changed my mind. Before I moved to Los Santos, however, I held the position of Commander of the Metropolitan Police Department in Washington D.C. for years. Due to my previous professional experience and the changes within the then San Andreas Police Department, I was offered the opportunity to support the department as a Captain, which I happily accepted. Only a few months passed before the department was restaffed and I was appointed as the then Chief of Police. It was now up to me alone to shape the department so that the citizens of San Andreas could count on us again. I put together a great team, for which I am still very grateful, and with the help of our governor, I was able to transform the police department into a state police department.
I am proud to be part of such a wonderful team and assure you, my dear fellow human beings, that we are constantly improving the department. We have achieved so much in the past and we can build on that. I wish you all the best from the bottom of my heart.

(1.) Office of Administrative Operations
The Office of Administrative Operations is responsible for overseeing the Department’s records management, recruitment and employment, officer training and firearms licensing. The Bureau oversees sworn and civilian employees in a wide variety of administrative and support functions in the Department.(1.1) Human Resources and Standards Division
The Human Resources and Standards Division serves as a comprehensive hub within the department, overseeing key functions to ensure the excellence of the San Andreas Police Force. This division is responsible for recruiting and guiding potential candidates as well as providing ongoing education and training for both recruits and existing troopers.(1.2) Public Relations Division
The Public Relations Division of the San Andreas Police State Department fosters cooperation and mutual respect between the Department and the news media.(2) Office of Patrol Operations
The Office of Patrol Operations mission is to support, encourage, and empower all Areas to work in partnership with the diverse residential and business communities of the Office to improve the quality of life, enhance public safety, and reduce the fear and incidence of crime.(2.1) Central Patrol Command
The Central Patrol Command refers to a specialized unit within the San Andreas State Police Department that focuses on maintaining public safety and enforcing the law in city wide or area of a jurisdiction. Typically, this division is responsible for responding to emergency calls, conducting routine patrols, and addressing various criminal activities within its assigned central zone or state wide.
(3) Office of Special Operations
The Office of Special Operations is tasked with preventing terrorism by effectively sharing information aimed at disrupting terrorist’s operational capability and addressing the underlying causes associated with the motivational component; to Protect the public and critical infrastructure. to Pursue terrorists and those criminal enterprises that support them.(3.1) Special Weapons and Tactics
The Special Weapons and Tactics has the responsibility of providing support to the Department’s community-based policing efforts by deploying additional crime suppression resources throughout the City. Assignments include uniformed crime suppression details, as well as responding to high-risk barricaded situations, stakeouts, security details, warrant service, and assisting investigators in solving major crimes. -

Press Release #1 - 02/06/24 - New Appointment and Retirement
The San Andreas State Police Department is pleased to be able to fill a new position within its own ranks. Captain Jimmy Carter, a long-time member of the Police Department, was appointed to his well-deserved position as Lieutenant Commander due to his excellent work. In this position, Lieutenant Commander Carter will once again take on important areas of responsibility, although the focus will be on the Internal Affairs Division. The ceremonial promotion was celebrated and held in a private setting together with Lieutenant Colonel Luigi Doyle-McMillan and Colonel Andrew Doyle-McMillan. The San Andreas State Police Department congratulates Lieutenant Commander Jimmy Carter on his new position!
One of the topics of the private meeting was the retirement of Colonel Andrew Doyle-McMillan into well-deserved retirement.
“It was not an easy decision for me, but my work here is done. I have fulfilled my duties and requirements to the best of my ability and can say goodbye to my Department with a clear conscience. I am grateful for every minute I was able to spend in this wonderful department and am proud to have been a part of it,” said Colonel Andrew Doyle-McMillan. His position will be filled by former Deputy Chief Brenda Leigh Doyle-McMillan of the Los Angeles Police Department. This was a personal wish and suggestion from Colonel Andrew Doyle-McMillan.
